<note><hi rend="underline">1 Enclosure</hi></note> <address>TELEGRAMS: "DEVELOP, CARDIFF <lb/>TELEPHONE NO 1753 <lb/>F.G.L.DAVIS </address> <address>154, City Road, <lb/>Cardiff</address> <date>April 27<hi rend="superscript">th 1916</hi></date> <address>To the Right Honourable <lb/>Lord Ashby St Ledger <lb/>Viceroy of Ireland <lb/><hi rend="underline">Dublin Castle, Dublin</hi></address> <salute>My Lord</salute> <p>Thinking there may be some difficulty <lb/>with labour operations in Docks, Wharves, Quays or <lb/>Warehouses. I shall be pleased to visit any Port <lb/> in Ireland with several experienced English & Irish <lb/>Firemen and Some skilled workers if desired on terms <lb/> being arranged.</p> <p>I know how to handle this class of labour having <lb/>handled many thousand Dock workers handling many <lb/>million tons of all kinds of goods.</p> <p>I can always get <del>my</del>men to work cheerfully under <lb/>my directions in fact I am acceptable as Independent Chairman. <lb/>I have employed large Numbers of Irishmen in the several Docks here <lb/>where they <hi rend="underline">always work well and cheerfully under my control.</hi> <lb/>I have exceptional qualifications for handling large numbers of all <lb/>kinds of workers, hence the reason My Lord for placing My services <lb/>at your disposal.
